Hermicous is an Oligarchical-Democracy, but only men could take part in the government. Only men can become citizens and take part in governmnet. The citizens of the state are divided into four equally important groups: intellectuals, commerce, military, and commoners. The people are divided into these groups by their professions. Each of these groups elects five officials, making a council of 20 councilmen. The council then elects a chairman to lead them. These councilmen serve one year terms and cannot serve consecutive terms. Every year, citizens vote and take 1 of 21 members and put them into exile, if they feel that they are becoming too powerful.
